AGBAKOBA HAILS USMAN’S APPOINTMENT AS NPA MD, LISTS KEY TASKS



Former President, Nigerian Bar Association and Senior Partner, (OlisaAgbakoba Legal), Dr. Olisa Agbakoba, has hailed the appointment Ms. Hadiza Bala Usman as the Managing Director of Nigerian Ports Authority, NPA, even as he tasked her to confront headlong the challenges facing the NPA, as well as turning it around for good.
In a statement on Wednesday, Agbakoba said: “We at OAL (OlisaAgbakoba Legal) are pleased with the appointment of Ms. Hadiza Bala Usman as the managing director of the Nigerian Ports Authority. It is not in doubt that the challenges that plague the NPA are numerous, we are however hopeful, that given her brilliant credentials, she will deal with these challenges and turn around the NPA for good.
“Many technocrats have been appointed in the past to head the nation’s maritime agencies. A lot of them underperformed and were unable to deal with the many challenges in the sector and attain set goals.
“Even though Ms. Bala-Usman does not have direct experience in the sector, her track record and brilliant credentials give an array of hope that she can deal with critical challenges confronting the NPA.”
According to the maritime expert and lawyer, the identified immediate tasks for Usman are: “The need to turn around the NPA from service port agency to a Landlord Agency. Ms. Bala-Usman will need to urgently develop a management strategy to tackle this challenge given that NPA for a long time provided services directly to port users. Those services have now been concessioned to private ports.
“The need to review of all concession contracts with a view to having them implemented by the Concessionaire.
“The need urgently push for the enactment of the Ports and Harbour Authorities Bill, as well as the need to develop a National Port development strategy which will have a PPP sector engagement. All of these tasks are easily achievable provided that the relevant skill sets are brought to bear on the job.”
